Overclocked 3570k not down clocking at idle (NOT windows power options related)

Just overclocked my 3570k to 4.5GHz @ 1.27V with MSI z77 MPOWER motherboard and for whatever reason it refuses to downclock at idle. It's not windows power options related as have thoroughly checked that. To my knowledge everything in the bios is correct as well (I'll get snapshots ASAP) Anyone out their with the same board that can shed some knowledge on a newbie overclocker?

Do you have intel eist disabled in the bios? If so, enable it. That's intel's 'speedstep' feature and needs enabled to drop the baseclock and mulitiplier down to lower levels at idle.
