First: great choice, however just add extra $10-15 for i5-4590 (gives 15-20% more performance due to higher base and boost clock)
But even with the 4460, you will play payday 2 at max settings even on 1440p, and I assume you are talking about 1080p
Also if you don't have the 10-15 dollars, cut the PSU to a 550W (same model) and add the money from there, since the gtx 970 doesn't require more than 500W.
