Is this a good enough gaming pc build, to handle playing fallout 4 with lots of mods.

The FPS I got with i5-4690 + R9 290 was dissapointing man. Can't imagine mods over that doing too well. Bit of a shame that the game is so much more heavy than Skyrim in so many ways. You'd run a G3258 + GTX 750 no problems 60 fps in Skyrim and can't do that with an i5-6500 + GTX 970 so easily in Fallout 4. Insane difference.

You'll need a 6600k or an overclockable i5 to play fallout 4 with mods. That game is very very CPU intensive, you'll not achieve 60 fps at even high with mods enabled.

You'll need to change a few graphical settings, but it should help.
