need explanations - catalyst control center gpu monitors and overdrive

So, I was messing around with the drivers and etc because I was feeling that my PC wasn't reaching the performance it should. I know that it is not a powerful machine, but I still have some problems with games like CSGO (that seems to work better in my older graphic card - HD4890)
Ok. so i went to the catalyst control settings to look at the "graphics overdrive" options. I found it odd that the marker is very close to the limit (the image below) in comparison to other videos that i 've seen about overclocking through the software. and it's in " defaut " settings.
I just wanted to know if that is harming my GPU or prejudicing the performance.
my system:
GPU: HD7850 2gb
CPU: FX-6100
MB: m5A78L-M LX V2
Mem: 10gb ddr3 corsair vengeance 1600 (1x 8gb and 1x 2gb)

if its all ok, what can I do to certify that I'm reaching the best performance?
