I played csgo on a surfing server whenever i join i would hear zzzzzzz coming from one of my fan this also stops and come back when i like load into games when my game freeze it would stop and come back when my gun stops frezzing i found out that when im at lower fps its lower sound and higher is freaking buzzing like hell

Max temp is around 72C, for that CPU, so you are nearly at limits. Make sure your heatsink is clean of dust, and properly installed. There is no reason an i3 should be running that hot.

The stock heatsink looks something like this. Intel has changed designs, over the years, and many use a push pin design, vs screws. You want to use a can of compressed air, to clean it out.

That is the stock intel CPU fan. Some oems come up with different designs. Your CPU fan is probably spinning faster and faster, trying to keep that CPU cool.

Depends more on your case, what cooler you can go with. An i3 doesn't require a huge cooler. A coolermaster TX3 would be sufficient, and fits most standard ATX and M-ATX cases.
PSU's, I would look at tier 1 and tier 2 units, for quality. You may have to read up on some reviews, to determine whether that particular model is loud or not. http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html
