Recently upgraded GPU, but I notice no difference in performance

So I recently upgraded from an R7 260X to an R9 390 NITRO, expecting it to improve the performance in games such as ARMA 3 and GTA 5.

However I haven't noticed any difference, with the 260X I got 20-35 frames on Standard-High settings on ARMA 3, now with the 390, I still get the same fps.

Do I need to upgrade something else to get better performance?

Specs:
AMD FX-6350 @ 4.3Ghz
8 GB DDR3
Asus M5A97 R2.0 motherboard
CoolerMaster G750M Bronze

Any help appreciated.

The CPU is probably your issue, for AMD you need at least a 8320 for high end GPUs. However while you were getting 20-35 on standard you should see that you get better FPS than the 260x on ultra. Also what resolution do you play at?

Yeah, I was also thinking the CPU, thinking of getting an 8350.
My resolution is 1920x1080.

At 1080P the 8350 might still have a minor bottleneck in less GPU intensive games but will be a big improvement.

I have a fx 6300 and a r9 390 I get 30-50fps on high in 2k on gta v and about 40Fps onwards on fallout 4, so I wouldn't blame your processor as yours is the same but clocked higher of course there would be a bottleneck but you should be kicking ass in 1080p
 
It's definitely your CPU, well, in those games it is. Those games are programmed to be CPU heavy. At the same time, under DX11 AMD GPUs use a bit more CPU power. I would not upgrade your CPU to anything else actually, but I would overclock your CPU instead. Get a Hyper 212 EVO and overclock your CPU. See how far you get on your motherboard.

The only sensible CPU upgrade is to either switch to Intel or wait for Zen. Note that this is specifically valid for those two games. In Star Wars Battlefront and most other games, you should definitely see a big performance jump since most games are not as CPU heavy.
