When I power my computer on, it turns off right away for about 2 seconds and then boots

Title says it all. Basically my computer will start and then crash right away within a second of turning on. Then after 2-3 seconds of being off it turns on and runs normally. Any thoughts?

SPEC
CPU: 8350 @ 4.7
MB: Gigabyte 990 FXA-UD3
GPU: Strix 970
PSU: Rosewill 850 Watt gold certified
 
The usual reason is that the motherboard does not like the settings in the bios and is looking for something that will run.
Likely, this is ram related, possibly the ram voltage is not sufficiently high.
Or, it could be one of the overclock settings.

Run CPU-Z.
See if the actual ram speeds and other settings are what you expect them to be.

That's a little high but not unheard of for AMD CPU pushed to 4.7GHz. I am with GEOFELT on this one that your RAM voltage may be a little low. What RAM are you using (Make, Model and Speed) and what is your RAM voltage exactly. You might consider backing off on your overclock a little just to confirm if it is a stability problem that is causing a reboot. Also, does it reboot only cold or even if your system has been warmed up?
