Best gpu right now under 280

Solution
What psu do you have?

Probably a amd R9-390 can be found, but they should have 650w.
On the nvidia side, a GTX970 will exceed your budget at around $300, but one of those will only need 500w.
A strong GTX960 will be under $200.

Seems to me that nvidia has a price gap between $200 and $300 that needs to be filled.

Powercolor cards are fine. If you want a slightly better card, then you could grab the xfx one which will probably be quieter and cooler. http://www.newegg.com/Product/Product.aspx?Item=N82E16814150729&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID= And the 390 is quite a bit better than a 960.
