Upload Speed issue, Facebook slow, can't attach documents to e-mails without browser freezing.

My wife is having difficulty with some websites like facebook.
Symptoms:
When Refreshing (facebook), circle spinning but doesn't actually load.
When scrolling down newsfeed eventually doesn't load new information.
These problems happen with all the browsers (windows edge, FIrefox, Chrome).

Actions Taken:
All browsers (except Edge) have been uninstalled and reinstalled.
Uninstalled and reinstalled Flash, Reader, Java.
Ran CCleaner, full clean multiple times, multiple types (Registry, Temp files)
Ran Webroot Antivirus + Malwarebytes.
Checked Speedtest.net, and the problem seems to be the upload speed. I run it but the test gets stuck when it get to upload speed.
When I check my network and sharing center and the LAN is 1.0GB/s
Switched out Ethernet Chord with one from a PC on the same network that doesn't have this issue, still get the issue.

What could be up with my internet? Its not weather related as it happens when its nice/rain/snow/sunny.
 
I assume you are plugging into a router. First thing I would do would be to connect a working PC direct to the modem, do the speedtest. Then try your wifes PC, same cord, direct to the modem, and try again. This would help eliminate the router being the issue.

I have the Motorola SURFboard (Model SBG6580) which is both the router and the modem. We've tried different ports and still get the issue. We've tried swapping Ethernet cables from my computer which doesn't have this issue as well.


This might be important information, it might be nothing, I forgot to mention this earlier because it had slipped my mind. A few months ago my Telecom box was off its mount. I took a picture and e-mailed my ISP about it, they assured me someone would come out to fix it. But it took about 4 weeks before it was fixed. The cables layed exposed to the rain, heat, cold, and other such environmental hazards.

I might have to resort to contacting my ISP for this, which I hate doing due to all the automated prompts.
