i73930k vs 6700k suggestions?

I have an i7 3930k, and I was wanting to know if it is worth it to change to a 6700k processor? Would I see visible improvements in the fps of games? I already have a titan X running at 2560x1440 resolution.

What about more CPU intensive games, for a game like Arma 3. And what is the best possible cpu I can get for 600 dollars or under for gaming?

But what FPS are you getting with that Titan X and 3930k? Even at Ultra/1440p, you should have well over 60 fps in any game, really.

It depends on the games, because for example, some games like H1Z1 if I am around buildings I can drop to like 45 frames for some reason and I have a 144hz monitor and I want to take advantage of higher frames. and I just get this feeling that my 3.2Ghz processor is the problem when it comes to random games that are not to GPU intensive.

OC that puppy, you'll see a difference in FPS. You really don't need a new CPU.
EDIT: As said already, the biggest increase in frames would be from another GPU.

your I7 is unlocked, thus the K at the end of the name. Why is it still at 3.2? Get a good aftermarket liquid cooler for 80-100 bucks and OC that CPU to 4-4.5Ghz man! Same thing with that GPU, OC that Beast the Titan X is!

The thing is the highest I could get my cpu to OC was 3.8 GHz and then it would fail but i dont really know how to overclock it perfectly. I just used bios. because im new to overclocking. And i dont know how to properly overclock my titan x either.

I don't have much experience overclocking CPU's, especially intel CPUs, so I suggest you make a new post and search for existing guides. Make sure you have a good aftermarket cooler.
As for the GPU, https://gaming.msi.com/features/afterburner Download MSI Afterburner, crank the power target to 120, make a custom fan profile to keep it nice and cool, use benchmarks like Unigine Heaven/Kombustor(Kombustor should come with Afterburner) and other games to test stability, and increase clockspeed until you can't run a set of benchmarks/games. at this point you increase the Voltage(mV) a little bit, and see if that makes it so you can run the benchmarks, repeating this process until you hit a thermal/power/chip limit. Do the same for the memory clock.
