CPU at 50-60C when Idle after windows 10

Ok, this is hard to explain, I recently upgraded to windows 10, it was all fine, smooth and nice looking, but then the fire nation attacked... My graphics card wasnt supported (Intel HD Graphics Family, I tried to use HD Graphics 3000 drivers but It was the same),Minecraft OpenGL errors pixel acceleration, and the screen only worked when pluged to a TV. So I decided to go back to windows 7 Home Premium. It was ok, everything normal, except for one thing. The CPU and the Proccesses. Before and after upgrading to windows 10 the temperature was at 30-45C when idle with 87 Proccesses, at 50C-60C when browsing Firefox, and 70C-80C when gaming. Now its stuck at 50C when idle with 70 Proccesses, at 50C-55C when browsing Firefox, and 80C-90C when gaming. For some reason it fixes itself and goes back to 40C randomly, but its just temporal.
This happened instantly afted downgrading to windows 7, heat sink is clean, thermal paste new, air flow excelent (room temperature is cold), this a software problem?

6 gb 64 bit
60hz laptop screen
High Performance battery mode

-50C when Idle
-55C Firefox
-80C when gaming
-CPU usage is 0-1% when idle
-26% memory usage
-Ran Adwcleaner
-Ran antivirus & antimalware
-Core Temp 1.0 RC6 used

I would suggest doing a complete clean install of the operating system you want to stick with. Make sure you backup all of you important information before you do so as the best thing to do is totally format the drive and start fresh (ie a true clean install). When you upgrade to Windows 10 and then downgrade back to Windows 7 it leaves a lot of file and driver fragments hanging about that can produce very strange behavior with your system. A clean install is always recommended when switching OS.

Thank you for your answer! :D Do you think changing my fan speed or going back to windows 10 could work? If not its ok, I want a new pc and this is the perfect excuse ;)

It would be best if you could upgrade to Windows 10 then do a clean install of windows 10. You may still have issues getting the correct video driver, but you should be able to pull that driver somewhere. It is also possible that the generic driver that Windows 10 would load for it is actually the best driver to use with it. On an older system Windows 10 will run better than Windows 7.

I was given an old 2007 MacBook that was running Apple's crappy OS whatever they use and totally formatted the hard drive ridding me of that horrid Apple OS and did an install of windows 7 then upgraded and did a clean install of Windows 10. Had to pull the Mac drivers off of bootcamp without installing bootcamp to get the sound, microphone, video card and camera to work properly. Even with its old hardware stats, Core 2 Duo @ 2.4Ghz and 2 GB of ram it runs Windows 10 64bit like a champ. Windows 10 is a very good operating system.
