Can my power supply cause Micro stutter ?

Could be a driver or RAM issue aswell but as you said problem started after you plugged in your new PSU, well ,i'd ask for a refund and
look for a alot more better unit. 50$ for this PSU is so much, you can get a XFX 550W for 55$ which is alot more better.

i also did get a gt 730 when i got my psu... but its not the graphics card i put back in my old one and still not working right... and what do you mean by drivers ? drivers for what ?

Drivers pertaining to your video card. You should remove any prior video driver in the case it belongs to a different chip manufacturer (i.e., you're using an Nvidia graphics card and should remove any AMD/ATi video card driver)
