Grand Theft Auto V low frame rate (Help would be greatly appreciated)

Hi there,
when I play Grand Theft Auto V story mode, I have this problem where the game's frame rate drops.

In the first 20 minutes of playing, everything is fine, the game runs smoothly. But once the game runs for around 20 minutes, that's when the frame rate drops.

But here's the thing, I started up the in-game benchmarking and it says the fps is 40-69 but the game still operates like a stop motion animation. This makes it really confusing since the frame rate is apparently stable, the video memory usage is safe, the CPU and GPU temperature is about 60C which means there's no overheating.

Graphics Card: GEFORCE GTX 970 GAMING 4G
CPU: Intel Core i5-4670K Haswell Quad-Core 3.4 GHz

This started after I dusted my PC and left the CPU fan a bit loose by accident, later on I found out it was like that and also got a new water-cooler for my CPU, but things haven't changed. Before the dusting, the game would run smoothly without the low frame rate.

So I'm guessing the reason why this is happening is because the CPU is already damaged, causing the game to become laggy. But I don't know if I'm right.

So I would really appreciate it if people can give me tips and answers, since I've had this problem for quite a long while now. I've tried many methods to resolve this, so I might be told to try things I've already done. I will reply to your answers.
