Need some info about pieces (low budget 1080p 60fps gaming)

So, I have:
AMD FX 4300
GTX 610 2GB
350w psu

And I need to upgrade so I can play games at 1080p 60fps, games like GTA V and the upcoming Tom Clancy's The Division, maybe in medium-high settings, but I dont have a lot of money (don't know exactly how much since I'll get it later) and I was wondering what to upgrade first and what should I buy.

I've seen people talk about the intel Core i5-4460 and the GeForce GTX 970 4GB to be good but I dont know wich one to get first. Like, what is more needed in my situation? wich one would let me play better while I get the other one?

And I feel like the PSU is the first one to get, I'm gonna get a 500w psu and either the CPU or GPU depending on what I said.

Feel free to recommend other pieces.

And do I need some type of cooling or whatever? I just have the cpu fan and the case fan. Haven't got any trouble.

I'm in Mexico but I can receive stuff in the USA.

That graphics card is really poor for gaming, you need to upgrade that massively to play new games at 1080P.

The CPU is OK, might play those games reasonably well but I'd look at upgrading it when you can.

For a solid 60FPS at ultra high settings I'd look at the GTX 970 if you can afford it. The GTX 950 is still decent if you can't afford the 970 though. I would then upgrade to a good quality 500W+ PSU as well.

Then I'd upgrade the CPU to an i5 whenever you can afford it.
