Transparent line on screen when scrolling?

I get a transparent line on my screen when scrolling on my computer. I don't have this on my PS4 when using the same monitor, so I know it's not the monitor. The line is especially annoying when I play Dota, and move the camera. Is there something wrong with my video card? I don't want to buy a new one just because of this. How can I fix this?

it's an option inside game settings, usually under the video options


or you can universally turn it on in the nvidia drivers

its called screen tearing

Where can I turn that on? I have screen tearing on Youtube videos too.

I don't have Nvidia, so I guess I can't get screen tearing off Youtube

its also in the radeon settings, under global options
