Micro stutter on great new build driving me mad! Suggestions?

Ok, so I have an MSI r9 390 8gb GPU, with 6600 K, on a z170a m5 mobo. 16 gb of rip jaw ram.

My graphics are amazing, but anytime Im moving it seems like the image is being rendered at slightly different speeds, like horizontal bars. Or it quivers. In unigine heaven, it's very obvious, on any setting. I think this is called micro stuttering.

Fps above 80 usually, though I've tried to cap it too

What I've done:
Frame capped
Turned on and off every setting in CCC as well as radeon software.
Overclocked gpu and cpu, as well as stock
Check on a separate monitor (hdtv)
Lowered graphics to nothing
Turned off v sync
my monitor is 60hz, but it's a brand new expensive dell for graphic design


I'm out of ideas.

I think you nailed it. Horizontal lines sounds like screen tearing to me. Turn vsync on in your games to eliminate the problem. You wouldn't want to run vsync while running benchmarking programs like heaven because it will limit your scores but turn it on while gaming and you shouldn't have a problem.
