USB ports on Motherboard on back panel are not working

So the USB ports on the back panel of my mother board, a msi micro-atx H81M-P33, are not working. These are the USB ports that are directly on the motherboard, the ones you put the IO shield on. And I've done what was recommended in this question (i.e. reinstalling the chipset drivers)

However, it has not worked. So what can I do to fix this?

p.s. in the BIOS it says things like USB3_1, does this mean its a usb 3.0 port? )

Yes that is a USB 3.0 port number 1. in Windows you probably need USB3 drivers but USB2 devices should still work in them as the are compatible. You may have to set USB ports to legacy USB (v1.1) in BIOS for KB or mouse to work in them.

if you have a GPU or or some devices installed which are not essential for pc function disconnect them to see if its an issue with you PSU.

If its not that then check you Mobo for scratches or at the back of the ports check the soldering is done good.
