Graphics Card prevents system from posting, fans still spin

I while ago while I had my old system (different CPU, MoBo, Ram) my PC jammed hard and turned off. After turning it on again all the fans would spin but the PC just wouldnt post. After that I plugged in an old GPU I had into the slot and the PC worked.

Fast Forward a month I got a new Motherboard, a new CPU and new RAM. After testing the faulty GPU the same problem occurred. No post, VGA_LED on, all fans spinning.

Here's the thing now, all searches I do online for a solution mention at least once that it might be a PSU problem. The faulty GPU is a ASUS EAH6850 that has 2 PCIE power connectors. The replacement doesn't need any extra power.

I have a friend that has a similar build to my old one, Im going to ask him if i can test the GPU in his computer. Meanwhile does anyone have an idea of what could be the problem?

As someone who has the same PSU - I have learned since buying it that it sucks, it's pretty low on the tier list on this page! I am planning to change it as soon as I can. So I think it might well be the PSU in my books.

CX500 Corsair PSU

Asus EAH6850 graphics card, the one that doesnt work
Nvidia Geforce 9500GS graphics card, the one that replaced.
