Does Reijintek Pallas Blow Air Down or Up?

Title pretty much says it all. Does this cooler blow cold air onto the motherboard or heat away from the motherboard? And same on other heatsinks with fans, is cold air being blown onto hot components or is hot hair being blown away.

It blows air towards the CPU, which also dissipates onto motherboard components.

If looking at the image, air flows into the front and comes out the back (flowing away from you).
