Retrieving data from old hard drive?

I sincerely apologize for my technological ignorance. I know nothing about computers, I'm just trying to retrieve some files :na:

My beloved old Windows 7 laptop has completely died. I don't really know what happened, and even the tech guy I took it to couldn't give me a definitive answer. Some combination of the fan breaking, and something happening to the hard drive. It still worked for a while and I was able to get like 95% of my files onto a flash drive before it became completely unresponsive, showing absolutely no signs of life. I now have a new Windows 10 laptop, and I really would like to get those last few files onto this new computer but it doesn't look like my old laptop is ever going to turn on again. So here are my questions:
Other tech forums have told me to get this kind of thing: http://www.ebay.com/itm/SATA-7-15-22-Pin-to-USB-2-0-Adapter-Cable-For-2-5-HDD-Laptop-Hard-Disk-Drive-KA-/261815005856?hash=item3cf563f2a0:g:qM0AAOSwdsFUPJ5L) a) Does that work on all laptops or would I need a specific one for my laptop? b) Is that completely absolutely safe to do? I do NOT want to damage my new laptop in any way! c) Would plugging a hard drive that ran Windows 7 into a Windows 10 laptop work? d) Is there anything else I should know about trying to do this?

Thank you for your help! I apologize if this doesn't make much sense due to my lack of knowledge. I will be happy to clarify/provide more information for anything.

Solution
I would just take the drive out of the laptop and install it into a sata port in another computer and you should be able to access it that way.
