Would I be able to run a game if I meet all pic minimum requirements except cpu? The cpu is not too much below the requirements but it still does not meet them. The other components are easily high enough. Would I get unplayable frames or is the cup not such a big problem

It may play but it will probably be slower I have played games with less memory then needed before but the quality of the game really suffers.

Game developers post minimum system requirements so their support staff have a cut off point where they can simply say, "Upgrade". It doesn't mean the game will not play if your system does not meet the minimum requirements. It only means, if you're not happy with how the game plays, the support staff doesn't need to try and tweak each and every setting for your system to give you the best game play settings.
