Unfortunately Intel HD graphics is not terribly good for SWTOR. You require beefier graphics capability than what the integrated can provide.
However, the minimum spec suggest Intel HD4100 and your i5 has HD4400, so you have a chance that it might run ok on low detail settings.

Solution
Well I played that game on an i3 laptop with HD 3000 in 2013-14 and it could do 60fps at 1366x768 (I think the res was) but whenever smoke came on the screen I dipped straight down to 30 which was horrible.

I have been on my own personal built desktop pc since later 2014.
 


I know what you mean but that is all I had computer wise in 2013-14 (it was a gift from my not very tech savy Dad) until I could save up to build my own pc which I eventually did and steadily kept upgrading till I have what i do now which is a beast in my opinion.
 


Eh, then you underestimate them to much. There are quite a few 3d games that do run playable on Intel HD graphics, they just aren't the super wonderful looking ones.
