My good computer will not stop freezing

My computer I built over the summer and it is a gaming PC. The games I play are league of legends and csgo. My computer never freezes when I I'm in a game. But if I am surfing the web or in the menu screen for a game it will freeze every once in a while. But later today I was doing some homework and it freezes so I try like ctrl ult delete and stuff but nothing happand so I waited a minute or 2 and nothing happened so I turned off the computer and started booting it back up. So I put in the password at as its loading it freezes again. So I did ctrl ult delete nothing happand so I turned it off one more time and booted it up one more time and it froze at the same spot. So I stopped turning it on now. I have Windows 8 as my software... How do I stop my computer from freezing? Thanks for the help!
 
Solution
It could be the power supply. As to why it wouldn't happen on high loads, it depends. As load increases, average voltage on the rails changes (decreases) and ripple changes (usually increases, but not always the case).
