Cpu cooler rpm is not ramping up but temp is low?

Hello guys!

I need some opinions here.

Recently (today) I have build a new gaming rig and everything seems to be ok except...

I was playing Dragon's Dogma Dark Arisen with everything on max @ 1080p / 60 fps and both CPU and GPU temps reached good temps

GPU no more than 61º C (48º - 61º)
CPU no more than 57º (45º - 57º)

But my Cooler Master Hyper 212 X rpm never reached more than 1000 rpm.

Should I be worried? CPU Cooler Fan rpm increases with temps right? So should I relax because this game is not CPU intensive?

This is my rig

Intel Core i7 4790k
Asus H97-plus
2 x 4 GB DDR3 1600 Kingston Hyper Fury Series CL 10
Asus GTX 960 Strix 4GB
CX600m Corsair PSU

I have used Arctic MX-4 on CPU

57c isn't very high of a temp. Unless you feel you need it to run cooler at the expense of extra noise, the cooler fan should only have to run as hard as needed to keep the cpu cool. I would be more concerned if the fan wasn't spinning up and the cpu were reaching 75-80c and running on the hotter side but you don't seem to have a temperature issue at the moment.
