32 Ram installed only 16 gb (15.9gb usable)

Hello guys! I really need some help :/

My specs are:

Motherboard: Asus H81M-PLUS
Ram: 2X Corsair Vengeance 16 gb = 32 gb
PSU: Aerocool 400watt
CPU: Intel i5 4460
Graphics card: getting One :D
OS: Windows 8 64 bit
64 bit

Thanks alot and please help me because I spent alot of money on my RAM :)
