My PC doesnt react to pressing power button at all. PSU is working i tested it. So i want to know what is bad if it is CPU or motherboard.

It could just be a bad Power Switch on your case. How old is this computer? What is your computers specifications? Please include Manufacturer name, model name, etc. I'm particularly interested in the Case, Motherboard, Power Supply and CPU.

AMD Radeon HD 8670D
Kingston SSDNow V300 120GB
With custom made case but original power switch
PSU is from friend but he painted it so i know only that it is 350W

At this point it would be wise to reset or restore your bios via using the restore bios jumper on the mother board. This can be done in less than five minutes.

Unplug the power source or flip the master switch on a ganged outlet (surge protector).
Access the mother board and locate the jumper; it is usually clearly labeled and often near the battery (looks like a coin).
There are usually three posts with a jumper on the first two to the left.
With power disconnected, press the power button for ten seconds to discharge residual capacitance.
Lift the jumper and place it on the second and third pins for about ten seconds, then restore it to pins one and two.

Your bios should now be restored to its original state and the computer should start if, indeed, it was a bios problem.

A bad CPU would normally -as long as no other problems exist- would be met after start up with a sequence of beeps. The beep sequence is different for every motherboard and manufacture.

If the power button does not react it could be the front plate housing the power button has a bad connection to the motherboard. Also could mean a bad motherboard. I would open your case. Locate the power button. follow the wire to the motherboard. Make sure it is secure and plugged in. also check the wires to the power switch and make sure they are secure and nothing is out of place.

If the problem still persist I would check to see if your PC is still under warranty.
