Needing a build for a streaming/gaming PC between $1000 to $1500(can go slightly higher if needed)

I'm planning on building my first pc since I just recently moved and my very old laptop isn't able to hold up anymore for my gaming needs. I already have a mouse, but I will need the other peripherals(Keyboard/Monitor/Webcam) as well. The lowest I want to go is $1000, with my maximum budget being $1500 but I can bump it slightly higher if needed. Any help would be greatly appreciated, and can't wait to see what you guys come up with. Oh I almost forgot, I don't plan on overclocking and would like it to run as quietly as possible.

Streaming requires a lot of RAM and a lot of processing power, Went for the 1231 V3 which is an amazing CPU for the price. Also went for the 390 as anything more is excessive for 1080P

I actually already have an optical mouse and I forgot to mention earlier that I will also be needing to buy Windows 8/10 OS as well and a wireless network adapter/. My apologies.

Well, I did what i could. Hope it meets your requirements and you're getting combo pack, it doesn't necessarily that you've to use a CM optical mouse. For Webcam, not a flexible amount of share like previous one, but a good 720p costs around $15. Hope you will find the right one for you
