Removing Thermal Paste

Hey guys I'm going to reapply thermal paste and to remove it I have 70% Isopropyl Rubbing Alcohol, will this work, and for the "cloth" to clean it, is it ok to use toilet paper???

Well I already used the toilet paper and it seemed to do job just fine because before reapplying I was hitting 70C on TF2, and after reapplying, I was hitting 40C max, that was only at peak, averaged around 30 or 35C.
