Installed new GPU and now my computer won't boot.

The Problem

I just bought a new GTX 960 to replace my old Radeon 6770 and when I installed the new GPU and booted my PC, i can't get past the HP boot screen (pictured below). Another thing I noticed is that when I boot up my PC with the new GPU in it, the cooling fans run significantly slower than they did with the old GPU in it. The fans on the gpu do not move at all.

What I've Tried

I re installed my old GPU and everything works fine. The box that the GPU came in says that the card works with minimum 400W power supply and my power supply says its 460W. So I don't see what the issue could be.

I also made sure the GPU was plugged in to the power.

Additional Details
I didn't build this PC myself. I purchased it over 4 years ago from Best Buy. Its decent machine except for the GPU that it came with and I always wanted to upgrade it. So I finally was able to afford a decent GPU so I bought one. I made sure to do the research before I bought the GPU. I made sure my power supply was sufficient. If I have to, I will go to my local computer store and buy a 600W PSU right now, though I have no idea how to install a PSU, or if it will even fit in my case.

Hm that psu doesnt look so great and may not be delivering the best power however it should still work... You have all the 6 or 8 pin pcie power cables plugged into the graphics card? Im guessing it is a proprietary motherboard made by hp and maybe there is a problem there, im not sure. Try resetting the CMOS on your motherboard and if you are not sure how to do that just google how to reset cmos *model of your computer*
