My Friend is getting a new computer and couldn't get into his account today to ask this question so he wanted me to upload these specs to see if the computer he wants to build soon will be good:
Case: ARC 648 Gaming Case
Processor: Intel® Core™ i5-4690K Processor
Motherboard: Gigabyte GA-Z97X-SLI -- 2x PCIe x16, 4x USB 3.0, 2x USB 2.0
Ram: 16GB (x2-4GB) DDR3-2133
GPU: NVIDIA GeForce GTX 960 2GB
PSU: 750 Watt - Corsair CX750M - Bronze
CPU Cooler: Processor Cooling Asetek 510LC Liquid CPU Cooling System [SOCKET-1150] - ARC Dual Silent High Performance Fan (Push-Pull Airflow)
Hard Drive: Primary Hard Drive 2 TB HARD DRIVE -- 64M Cache, 7200rpm, 6.0Gb/s - Single Drive

Solution
Corsair CX 750W is a poor quality power supply. The #1 mistake lots of builder make is immidiately going to the Corsair CX, and also overestimating how many watts they need. This build could realistically run on a quality 450W PSU. I recommend 550W.

Also, Skylake 6xxx CPUs are out, so no need for 4xxx.
