Low FPS for all games with PNY 650ti

Hey guys im getting terrible fps with my 650ti out of nowhere. It was working fine a few days ago. I used to be able to get 150-250 fps on CSGO on max settings with my 650ti and now i get 60-100 fps, making the game lag each time it drops. I get the same fps on the lowest graphics settings.
Specs:
A88x-e45 mobo
A10-7700k quad core CPU
PNY 650ti GPU
8gb Mushkin Ram @1866
Windows 7 Ultimate
Ive already checked my GPU temps, 45C-55C on load.
Reinstalled drivers
Verified game cache
Installed new windows updates
And its not only CSGO that does this, its a few other games ive noticed lower fps.
Please help

Steam (because I have to) and nothing to else. I could have chrome open with music streaming and be talking on skype with csgo open and it wouldnt have fps drops a few days ago. Only hardware change is that i get a new mouse

What do u mean by that? I went into device manager and uninstalled the drivers for my 650ti, then i shut off my computer and I re-seated the gpu and then windows installed driver software for me.

VOILA ( then windows installed driver software for me.)go and get the lates driver from the card site.and not Beta
