Newbie needing advice on fans and general setup

So this is my first build. Ive done a pretty good amount of reasearch and ive just got a few questions.

First of all, with a fan hub should I be powering it through the MB or PSU?
I think it has to be in the MB to be controlled, right?

So next, when I can control it, what is the best option? Downloading a program or bios or a physical control box?

Lastly any advice on my overall setup would be nice. As I said its my first build and Im going solely off what ive read. This is what I think is my best bet for my budget of 700ish. I am trying to build a moderately cheap computer for photoahop and programming mainly, but also id like to not have to upgrade anything in the near future. Tell me if youve got any suggetions please.

Case - Phanteks enthoo pro
CPU - AMD Fx-8320
GPU - R7 360
MB - Gigabyte GA-970A-D3P
RAM - 16gb DDR3 1866

I will also be trying to use 2 drives,
Sansung 250gb ssd
WD 1tb hdd

All im going off here is videos and reviews so any real experience wluld be great :p

Most motherboards have built in features to control fan speed based on the temperature of the components so that shouldn't be a problem. If you decide to plug the fans into the psu their going to be blowing at full rpm's permanently. You could get a fan controller which costs like $30 max if its really going to bother you. Your build looks great though, hope you enjoy your pc.
