my pc lacks power for 60 fps on most games.

The pc ive been having for a few years ive build it from the ground up and ever since i got my graphics card ive noticed just how low my fps is. this is the most ive sat down and tinkered with it but i have updated all drivers on windows 10 64 bit ETC i would like to know or be aware of anyways to make my pc run BF4 or fallout 4 in its highest at 60 fps, and if not what advice can anyone give to make that happen..
SPECS
Intel core I5 3570 (not k) overclocked to 3.8
ram is 2x4 (8GB) pny xlr8 at 1633 (last time i checked)
graphics is a pny xlr8 gtx 960 2GB
my mobo is also a gigabyte GA-H61M-DS2 (TINY)

i have all driver etc up to date just wondering if theres anything i can do on my part before i go buying another cpu and if i do what should i do. im also very limited on money.

what is your monitor and what resolution do you play, and what is your refresh rate of the screen?
You cant expect more of the gtx 960, if you get close to 60 frames on high its already good, cpu is not issue here, sell the gtx960 and get the 970 or r9 390, or hell the AMD Nano is now 500$.

Just turn off frame rate count, ppl get paranoid with it, instead enjoy the game you wont notice that the game is running at 40 frames or 60

I always was curious about that since I don't notice it until it drops below 30fps.

i have 2 22inch monitors running hdmi both at 1080p 60hz its when im playing the game seems really laggy and almost sputters i get about 70 ish on crysis 3 but every so often it will jump and then sometimes the fps will drop super low and not come back up. i have the counter on because im using geforce to optimize my games because of my fps problems

Set adaptive vsync on in nvidia settings , set vsync to 60fps in the game menus.
Turnnoff your frame counter & forget about it as suggested above.
High settings is what the 960 is aimed at not ultra.
If you don't have adaptive vsync enabled then
1.you'll get screen tearing above 60fps.
2. If fps goes below 60 it'll do an instant drop to 30fps - now thats noticeable big time.
45fps & above to me is pretty much unnoticeable on most games.
3. If I can't pretty much lock a game out at 60fps then I'll set vsync in game to 50fps instead .

my vsync is on now, seems to be running solid 60 on high (with some settings adjusted )
but if i was to upgrade my pc which one should i do Cpu or Gpu? and which would be better?

so if i was to ever want to overhaul or run a game in 2k (not that i have the money) i was thinking of maybe getting the I7 4770S haswell and maybe even the msi R9 390 if i was to get the gpu would it allow me to have better fps? im just wanting to get a glimpse of what i should do because i feel as my pc is getting older and may need a few touch ups. BTW i have never dealt with amd so i know nothing about them, just thought id throw that out there

so for right now i should focus on getting another gpu? if so which one would be best for my 3570?
i dont necessarily want overkill but maybe something that would run 1920x1080 no problem at 60 fps.
