Best graphics card for the money

Hi, so i have just built a computer that contains an intel core i5 4430, 4 gigs of 1600 ram, an h81 mother board, a 1tb hdd, and a 700 watt psu. So here is the thing, i want to play black ops 3, skyrim, team fortress, cod world at war, and a few other easy to run games. My main focus is black ops 3. I have $143 and need a graphics card to play it on medium to high settings smoothly. But the other thing is that the game requires 6 gigs of ram, and i only have 4. So how should i do this? Should i buy the ram and then just wait til i get some more money for the grapics card? Thank you.

1) Background processes - All this means is make sure you dont have things like a web browser open in the background, or some sort of program that could be eating your RAM up (such as an antivirus scan). You won't have to worry about going into system processes, just the obvious things like the above.

2) RAM - As you have only one stick, the best option for you would be to get another IDENTICAL stick. That way you will have 2x4GB (8GB), and identical sticks mean you shouldnt run into any problems.
Actually game would run at 4gb ram (im doing that, ddr2 800mhz as well) but you have to turn off everything in the background. If you want decent performance, my suggestion would be investing in an r9 380, that card will give you an awesome performance, however if it's way out of your budget, then the gtx 950 would do the job. My main suggestion for the r9 380 is that it's a good card and you have a PSU to support it and it's one of the best cards when it comes to value for performance.

I would be surprised if BO3 ever used over 4GBs of RAM. However, if you want to pick up another 4GB of RAM in the future, it's not that expensive.

You'd see a bigger increase in peformance by getting the GPU now and the RAM later, rather than the other way around.

The games will likely run, but perform poorly as you run out of memory. Also note that some of these games that state a more than 4GB RAM requirement may also require a 64-bit OS. If you are not running a 64-Bit OS, then these games would not run at all.

The problem I see is that mixing and matching RAM is not always going to work. You could go out and purchase an identical RAM kit as to what you have now and it might not work. You should have gone with a minimum of 8GB RAM kit if you're intent is gaming. I would recommend returning your current RAM for a 2x4GB DDR3-1600 RAM Kit and then saving up for a decent graphics card.

Ok so my question here is, how would i stop things from running in the background, is this somrthing i can do in task manager? Would i have to do this everytime i played? And what if i accidentally turn off something important? What are the things i should keep running?

Yes i do have a 64 bit copy of windows 8, and i bought a single stick of 4gb memory. I still have an open ddr3 slot for another stick
