Sapphire Vapor-X 290/max Core clocks @ minimal GPU load?

Hello everyone..
I'm having a problem,that I do not think is normal..This has been going on for some time..

So,as the title states;when watching YouTube videos on my 2560x1440 monitor,while browsing online on my 1920x1080 one , I noticed that my Vapor-X LEDs turned yellow because it was running @ 55-58c with low ambient temps of 22-24c
I started then to check out what was going on,and I saw that my Core Clock was @ max(1030) even though my GPU Load was minimal,to say the least..
I have Hardware acceleration turned off on my browser ,Virtual Super Resolution Turned off on my 16.1 Radeon drivers , and my GPU is not OC'd at all..

What I have noticed is that from time to time,my Vapor-X fans rev up for a sec or 2 , and then go back to normal..
What I was thinking to do is,take out the card and change the TIM,but that won't change the fact that I get full core clock speeds at minimal load..

Any help will be highly appreciated :)

Running at full speed doesn`t mean it has to run at full load also. Same happens to the CPU, it can be 4Ghz but not 100% loaded. To be honest i do`nt see the problem, if you have it set up to have smart fan on, it means it only uses 1 of the 3 fans at that moment and it runs hooter than usual. But i wouldn`t be concerned about it. Also having the PC case below the desk helps not noticing the leds :)

I understand that but since I do not have the smart fan on,and as we are speaking the fan speed is @ 100% , plus the fact remains that it didn't do that before at all , clocks and all , I still think that something could be wrong..

Check if you don`t have by mistake in the driver set to manual , or MSI afterburner. Mine at idle has 20% fan speed and while i`m gaming (Battlefield 4) usually never passes 40% fan speed. As we speak now (just web browsing) my GPU has 35°C at 20% speed. Using 16.1 Driver.

Still if the GPU fan is at 100% and the temps are 55°C there is clearly something wrong.
