Upgrade or New Build (800$ max Budget with OS Included)

Looking to upgrade or build a new PC that will allow me to run games like World of Warcraft and Blade & Soul on max settings without any lag. Current system can run World of Warcraft on low settings with little to no lag, but barely runs Blade & Soul on lowest settings (Lots of lag and can disconnect during loading screens)

Was looking through builds and one site had various recommendations but i'm not very PC knowledgeable. One that was in my price range and stated it could run had:

Which came out to be around 734$ with the OS. Looking to buy in the next few weeks and I do not overclock(?).

WoW is not very AMD friendly, and that board is not a very good choice, to use with an 8320. PSU is not very good either. This would be a better system, for that budget.

Those games will benefit from faster threads not more of them so I suggest going Intel for the CPU.

Not sure if you were looking at pre-built but generally not good value for the money. One option is to pick the parts at the NCIX website and during the checkout process select the assemble option. Cost $50 but you generally save on pick your own and you get a much better build. Here is what I would suggest.

Planning on making the purchase tonight. After looking over the suggestions and some research and price checking decided on following logainofhades first suggestion, but would like to see if there are any other suggestions or alternative parts that would reduce the price without the quality and performance of the pc being downgraded. Or keeping the same price but improving it overall, since I didn't realize the prices of the pc parts can fluctuate that quickly.

And thanks to everybody, never realized there were so many nice people willing to help and give proper suggestions.
 
Couple of minor tweaks to logainofhades build. TurboBoost speed of the 6400 is 3.2 vs 3.6 for the 6500. Won't make a huge difference in games.
