Audio/Video Stutter, Mouse Lag (Hardware issue)

Shortly after I upgraded to Win10, my computer started randomly freezing/making a loud buzzing sound while I was gaming and I had to hard restart it to get it back to normal. After this happened multiple times I reinstalled Win10 and upgraded my video drivers. While this fixed the original issue, another one popped up shortly after.

While performing basic tasks (watching videos/browsing the internet) my computer will hit a point where the video starts to lag, the audio lags and becomes distorted with a crackly sound, and my cursor, while it does move smoothly, moves really slow and has to catch up to where I am.

Initially, this was happening once every few days, then once a day, but now it happens within an hour of rebooting my computer and it wont go away unless i do reboot my computer. I booted into Safe Mode with Networking and it began doing it again after ~20mins so I presume it is a hardware issue. I tried swapping out my current graphics card with my old one but same thing happened.

I built my computer in 2010 and have recently (6 months ago) replaced the graphics card and the memory, but everything else is still the same so some of the components are pretty old. I've done a lot of google searches but haven't found anything that works. At this point based on research I'm guessing its either an issue with my MOBO or PSU but I'm not sure which and I can't afford to replace both of those plus the processor right now.
