What Graphics Card Is the Best for $250

I need a graphics card upgrade for my PC. I was looking what Is the best card I could get for $250 and I am sure what is good. My friend told me to buy a MSI Radeon R9 290 4GB but I am not sure this is the best for my money. People also say it gets very hot. Another friend told me to buy a GTX 960. So what should I buy? So what do you guys think is the best card in that price range to play 1080p 60FPS on ULTRA settings on almost every game. Thanks a ton

In terms or performance, fastest on top:

R9 290
R9 380X
R9 380 / Gtx 960

As for the 290 getting hot, the simple answer is not to get the reference cooler (one fan on the end, blows heat out of the other end). There are some really nice coolers from Sapphire, ASUS and XFX with 2 or 3 fans which perform excellently and without getting loud. If you pick a 3 fan model, make sure there is room in your case for it as those can be rather long.
