Best quiet 140mm fan at 100% Power?

I need a quiet intake fan that will be quiet at 100% power since it will be plugged into the PSU (my mobo has only one fan slot, and Im using it for my exhaust). I can use either 120 or 140mm, naturally I suppose I should go with 140.

I was thinking about this one (i dont mind the ugly, it wont be visible anyways)

Any input or suggestions? I dont want to get an optical fan control panel since Im only doing this for one fan.

The noctua-choise is very good. I have one of them in my build and they are quiet enough (still noticeable) if they connected via the low noise adapter thats bundled with every noctua fan . But i would recommend a Y-Cable for Fans and connect both your fans to the mainboard
