Pc won't stay on for more than a minute

Last night I was playing a game when my monitors went black. The computer was still running but no signal to my monitor. I shut down my computer, started it back up, and now I barely get to the windows 10 icon before it shuts off. If I try right away to turn it on again, I might not even make it past bios before it shuts down again. I could hear a rattling noise which seems to be from the pump on the cpu cooler but the pump is close to the psu.

I use a corsair H50 self contained cpu water cooler and my first thought was that my pc was overheating. The tank was extremely hot to touch and when I shook it it didn't sound like a lot of water was in it but I'm not sure how much water is supposed to be.

The other idea was that it was a psu starting to fail. I believe I have a corsair 650 psu.

TLDR my computer won't stay on for more than a minute and I don't know if it's heat related because my cpu water cooler isn't able to do the job anymore or if it is a psu that is failing.
 
Solution
Do a BIOS reset, helped me one time when my i7 was overheating. There was no OC and still it overheated in a few moments. BIOS-Reset helped and it never happened again (Still have no idea why, because it was in default settings before if you don't consider the boot order).

First Test would be to just put on the old stock Intel cooler and see if the PC starts again. If you don't have it anymore then most of the time your BIOS is also able to show you the temperature of the CPU. So you could confirm your theory.
