Should I get a 212 Evo to overclock a Pentium D 820 or use a Core 2 E6700 at stock.

The Pentium D and Core 2 are in two completely different performance classes. You would need an insane overclock on the P4 to beat the E6700.
If your motherboard supports the E6xxx, then the E6700 makes far more sense: much more performance for much less power.
