I'm running a new setup with:

MOBO: ASRock H61M-DGS
CPU: i5-3570 (normal not k)
Power: Corsair TX 650

I tried running the system on a piece of cardboard first. With a single stick of 4 GB corsair (1333MHZ) ram which is not on the support list (CMX8GX3M2A1333C9). The CPU fan starts spinning just fine but no post. Now I have two questions.

Question1: The CPU support list states that the i5-3570 is supported from bios P1.60. Does this mean the build won't post without that bios version?

Question2: The motherboard does not seem to have any connector for a motherboard speaker. Is there a way to debug without a speaker?

I hope this is just a case of getting ram that is on the support list, but In the back of my mind I'm afraid that I need to find a way to update the bios. This would be a problem because I don't have any other CPU that could run on this board.

Solution
Alright the shop has found out that the problem is a faulty processor. I had bought this processor second hand from a retailer. Everyone always says to me that processors almost never fail but in this case the processor is the problem. The other parts including the motherboard are in working order.

Anyway next time I will be very wary of buying a board that does not support a case speaker since it makes basic debugging impossible without something like a debug card or spare hardware.

the speaker connector is above the power buttons/leds connectors (the white 4 pin header in the top of the front connectors)
if you have a ram stick different from the corsair you may test that first.
i did some pc buildings that first bios don't have support but i can access bios to update
put a speaker, then check for any beeps, if don't make none you need to see the ram or cpu

I really can't find the speaker connector. What I can see is a pled1 connector, would that mean I have to plug in a led and watch the flashing?

Then do you think the problem is with the ram or do I need to flash the motherboard? I tried booting with some ram from my other pc (G.SKILL F3-12800CL9D-8GBRL) with no success, this again is not on the support list.

Try contacting ASRock and they might send you a BIOS chip for replacing the original one.

I have submitted a question to the ASRock technical support team. I will post an update when I get a response.

Oh I feel so stupid, I forgot that I have the H61M-DGS R2.0 model which should support the i5-3570 with all bios versions. I guess the bios can't be the problem.

Now I'm thinking that it could be the non supported ram.

Thats the thing this motherboard doesn't seem to have a place to plug a case speaker into. :(

If I had the original model you would be right, but I have the R2.0 version manual

I should probably update the title of my question as well

I brought my setup to a repair shop close by and they said they would probably be able to find out what the problem is. I guess for them its just a case of checking with different ram and different cpu, possibly different powersupply till something starts working.
