As firefoxx04 said if your CPU usage is high then your processor is probably bottlenecking. Depending on your current motherboard you may just be able to upgrade your CPU which would be a lot cheaper than replacing the motherboard and CPU. If you have an AM3+ motherboard you could look at getting a FX 6300, or 6350 which are 6 core processors or even something like a FX 8320 - 8370 (also the FX 8320E and FX 8370E which are only 95W) which are 8 core processors. FX series 6 and 8 core processors won't bottleneck the GTX 960...

Maybe. Depends on the game. If you CPU usage while gaming is above 90%, you could probably benefit from a new cpu.

Upgrading will also help your minimum frame rate in most cases, which usually means smoother gameplay.

I have an FX 8370 and Sapphire R9 290 Vapor X and have never had a bottleneck issue on my rig even with the newest demanding games. Upgraded from a Phenom II 965BE that I had overclocked to 4Ghz and have been very happy with the FX 8370, really a big upgrade from the old Phenom II 965BE.
