Need help with my GPU I can't seem to get the proper fps no matter what i do with any game.

I cannot get an improvement in FPS no matter what I've tried. I always buy a mid to top end graphics card but I feel like Im not tweaking things correctly and get sub par performance for my hardware.

Im currently running i-7 2600k 3.40GHz. 16 gigs of ram running on windows 7, with a MSI AMD R9 390. Most games old or new give me about 25-30 fps .

Yeah, your CPU temperatures are the issue here. A good CPU configuration should be between 25 and 35 Celsius at idle and in the mid 70's at full load. At these temps, the CPU is throttling down on performance to cool itself down, which impacts the entire system.

I would recommend that you get a better cooler that fits your case, but meanwhile, here are a couple of actions that would help reduce that heat :

-Disable the turbo clock speeds in the Bios
-Set windows in Power saving mode
-Set the CPU fan to Turbo

Do not run your computer at these temperatures. It is agreed that anything past 80 Celsius for extended periods of time dramatically shortens an Intel CPU's lifespan.

Do you have Vsync on? If you do it could affect your FPS.
What games seem to have the biggest issues?
Do you have the proper drivers installed?
What PSU are you using? Make and model.
Have you monitored your CPU/GPU temperatures to make sure they aren't running too hot and throttling on performance?
How high are your settings in the games that seem to have a lot of issues with the FPS?

My PSU is A TR2 RX 850 W

I've tried the games Blade and Soul, Metal gear solid 5, Shadow of Mordor, GTA V , The Witcher 3, and when I get back from work im going to try Fall Out 4.

I've enabled and disabled V-sync witch each game, using the in game application or using the AMD catalyst. I am a noob to a lot of this so i read up on what tessallation, FXAA , MSAA and TXAA were as well as most of the options on display in the AMD Catalyst.
I'm using the AMD crimson drivers 16.1

The game that gave me the biggest problem was Blade and Soul but its a very old game and after a lot of tweaking I got it to play at 45 fps. Its very poorly optimized so I'm not expecting much except a lot of you tubers with very similar specs as my own rig are getting 100 fps.

As far as GTA V it sits at about 25 fps to about 30. I unlocked the frame rate removed V-sync and with all the settings on Ultra it runs at 25 fps -30 fps and with all the settings on medium it runs at 25 fps 30 fps even after unlocking the fps multiple times and reinstalling. I read that the R9 390 just out right as issues with GTA V

Shadow of Mordor and Metal Gear Solid run at about a little under 30 fps and The Witcher 3 was the only game that gave me a huge notable visual and fps improvement over my old GTX 760 FTW.

I'm just feeling frustrated that after dropping 360 dollars I'm having to stuggle to get some more out of this GPU vs my old one.

I don't need UlTRA graphics but I do enjoy a high FPS and I thought I could get it with this AMD R9 390. Im starting to regret not getting a 970, but I don't want to give up hope yet.

I used MSI After burner to check out the temp of the gpu and the CPU.
The GPU is sitting at 60c. While the CPU is at 94c

Geez now that im typing this all out I don't think my CPU should be running that hot it idles at 75c but when im playing blade and soul its at 92c.

Could that be throttling the performance of my rig ? if so what is a good way to cool down the cpu ?

I tried Real Temp and MSI After burner to check the CPU temp it was hitting 98c on the witcher 3.

Im going to turn off the computer and try to touch the side of it with my hand but so far it looks like i may need some more thermal paste or a bigger heat sink .

Would the temperature throttle my performance? I never had the Computer turn off by itself or show any signs of problems besides in games.

The CPU is most certainly getting to hot and unless lower power states and thermal throttling are disabled in the bios then that chip should be throttling and this is probably what's causing the performance issues.

You could get an all in one liquid cooler if it will fit in your case but from the temps you are describing it could be thermal paste gone bad or just a defective Cpu. Those temps are abnormally high even with a stock cooler.

Hey guys just checking in. Thank you so much for your help. I usually do run my fans on turbo but it seems a lot of dust get sucked in. I took out the heat sink and found HUGE dust bunnies under the fan blades. I cleaned the entire tower thoroughly and changed some settings in the bios.

That seemed to fix the problem my cpu now idles at 27c and when i turned on blade and soul and other games i got 120 fps.

Although the temp while running the game still got to almost 90 I think i need a better Heat sink or cooling for the cpu. Everything but the cpu stays fairly cool.

I want to just say thanks to everyone that helped me I really appreciate your guys patience, especially since im new at this.
You guys were a great help and saved me a ton of money. THANK YOU !

That's great glad we could help you out.

Dust can be a massive issue so it might be a good idea for you to try and take some preventative measures against it.
First thing I would suggest is learning about positive and negative case pressure a little as having negative case pressure can increase the amount of dust getting sucked into your case.

Also another thing that can help is filter the air being sucked into your case. You can buy some filters or a cheaper option is to find a nice thin fabric and use that instead.

Finally if you have access to an air compressor or you can just buy some canned air these are great for just blowing dust out of your case regularly.

I'd recommend that you get something like the Cryo H7, which is one of the best low price CPU coolers.
