Sapphire Tri-X R9 290X OC feels slugish

Hey, Ive noticed that my graphic card has been running pretty bad over the last few months. especially with some of the new games that are coming out, and even some of my old games. For instance, people are saying that they can run Fallout 4 on ultra at stable 60fps meanwhile mine jumps between 29-60fps

I am wondering if this could be because I have a vBIOS that is decreasing performance, I updated my vBIOS last year - I tired to ask for the stock vBIOS from them, but they kept on giving me the latest version.

If anyone can help me out i would highly appreciated it.

Probably because more and more games are now under nvidia TWIMTBP banner? Fallout 4 for example is nvidia sponsored games and upon launch it seems AMD cards having more issues although i heard the new 1.3 patch causing problem on geforce based card making the radeon as the better card to run the game right (but still missing nvidia exclusive graphical effect that being included in patch 1.3). Recent example would be the just release TR. Fiji based cards perform quite bad in those game and they have stutter issue like shown in pc perspective test. Other AMD cards seems working fine though.
