OK, so I built a computer, AMD-based, motherboard (GIGABYTE brand, will give more details) but without an optical drive, so I figured that a USB optical drive borrowed from my Dad would do the trick when I actually needed to install something from an optical disc.

Initially I had run Ubuntu just mostly to see if it worked, but my brother started to fool around with drivers that Ubuntu didn't like and it never booted up right again. So I figured it was high time to install a real Windows OS. Bought a copy of Windows 7 Pro SP1 for OEM off of Windows (after all, it was a new system) and...
"Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key" screen.

I managed to successfully boot from a (re-burned) Windows XP Pro SP2 disc I had that I used to install Windows XP on my MacBook. It ran into a BSOD while booting but that was okay, as it demonstrated a proof of concept.

Well, the disc wasn't bad. It worked on my MacBook as a DVD...loaded.

So then I re-downloaded the ISO from the official Microsoft website (using my key) and reburned the disc. Still no go. Maybe it didn't like the drive.

Then I used the ISO and a unetbootin on a Mac to "burn" it to an ISO (formatted MS-DOS FAT beforehand). The boot option list did change

Please select Boot Device:

ubuntu [my old ubuntu install that doesn't work anymore]
P0: ST500LT012-1DG142 [this one first appeared when I had the Windows DVD inserted]
PNY USB 2.0 FD 1100 [this one and the other one below appear with the USB drive]
UEFI: PNY USB 2.0 FD 1100
Enter Setup

I fiddled around with my BIOS, so currently the ubuntu brings up the purple Ubuntu startup screen as does the fourth.

The third brings up the "Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key" screen.

Onboard USB Device, Onboard USB 3.0 Controller, Legacy USB Support...all enabled
IOMMU Controller...Enabled (this is a GIGABYTE specific troubleshooting thing)
USB Storage Devices PNY USB 2.0 FD 1100 set to CD-ROM

Boot Mode Selection....UEFI and Legacy
LAN OXE Boot Option ROM...Disabled
Storage Boot Option Control...Legacy First

Boot Option #1 UEFI: PNY USB 2.0 FD 1100
Boot Option #2 Ubuntu
Boot Option #3 P0: ST500LT012-1DG142

I'm not giving up yet, but I've been tinkering at this now and then with almost no progress. Please help!

UPDATE: I'm installing it off of a USB 2.0 drive.

As an addendum, I did find that that unetbootin probably won't do the trick (it's meant for Linux) but I do have XP on an older computer, so I found this [http://pcsupport.about.com/od/windows7/a/install-windows-7-usb.htm], which should probably help with that. Still, I don't know why my existing attempts have all been failures....
