I didn't even notice... (PSU?)

I plugged in every one of my cables right into all of my components except the 8 pin CPU power supply cable. i started up the computer and everything started spinning up for like 1 second and shut back down again except for 1 led near the 24 pin motherboard power connector. once i connected the 8 pin CPU power lead after i noticed i was missing it, nothing would start up except for that one led. Is this a power supply issue or a more expensive one like a new motherboard or even CPU?

not really. when booting, the pc power cycles itself, meaning running a small amount of power to each component to see if everything is working, and if it does detect any problems, (like, in your case, the 8-pin not plugged in), it will not proceed to the next step of loading the bios.
anyway, this should be a major problem. try going through this guide:

Then how do i fix it when i plug it back in?

nothing should be broken, so nothing has to be fixed. usually, if you just put it in, your pc should be able to boot normally.
i'm thinking that there may be something else that you are not doing right. did you go through the guide?
