Problem with computer hard reset when psu coltage appear to drop

I have having a problem where my computer randomly hard resets (no bsod) when the 12 volt rail fluctuates , the voltage randomly ranges from 12v to 10.9v. (10.92 noticed in bios), the other voltage rails are completely stable. I notice that within windows when the voltage gets to about 11.2 volts thats when the system resets. I am wondering should I just return the power supply or could it be something else , like the motherboard, for instance This is now happening quite a lot every 20mins to maybe every 5.

I was running the cpu at 4.7Ghz and the memory at 2886mhz about two months before this issue appeared
I am now running the systems as stock speeds to see if the issue continues

the system consists of

cosair AX860
Cosair Vengence lpx 266
ASUS z170 Deluxe
I7 6700k
MSI 980Ti
EK waterblock and EK DDC pump
Darkside leds

can anyone help with this, because the computer is about to suffer catastrophic damage if it keeps this up

Solution
I would definitely see about replacing that PSU. Those AX series are typically pretty good, but with anything electronic, there are bound to be bad apples here and there.

Yep that's what I have done do not have the hardware tools to test everything and even less patience

I just brought a new PSU and the problems is still there , I now think that it is a electrical issue inside the pc , disconnected everything and still fluctuations are occurring it could be external power network issues or some major building work with very large electrical motors in. I am going to buy a surge protector to see of that helps .
