Stuttering although high FPS and low frame time on good hardware

Hi,

My hardware:
i74790k
Gigabyte GTX 970
MSI z97s krait edition
12GB DDR3 @1600MHz CL9
WD Blue EZEX HDD

From some time I'm getting stuttering on most games, even though both FPS count is high and frame time is low as measured by afterburner.
It's not freezing. It's just like my framerate would be about 20-30 mostly even though it's 60+.

I have those issues even with less demanding games like CoD MW2 and CoD 4 where they should be buttery smooth. Everything is fine with source engine games.

Running Windows 10 Pro 64 bit with 361.43 nvidia drivers.

Since Need for Speed Most Wanted is now free I decided to play it. Guess what.

I even changed from adaptive to performance in nvidia settings, but it doesn't matter.

GPU 1 is GTX 970
GPU 2 is iGPU

I don't know everything, like I don't know how to solve my issue, that's why I created this thread. I do know that my Ram is in 4 different banks with 2 sticks of kingston or goodram 4GB 1333MHz CL9 without any radiator and 2 sticks of Kingston HyperX Blu 4GB CL9 1600MHz. That makes 2x2+2x4 that's 4 + 8 which is finally 12. I do have a 12GB of DDR3 1333MHz CL9 paired properly. Easiest way to check this is to open up CPU-Z, go to memory tab and check if the memory is working in dual channel mode or not. In my case it is working in dual channel as it should. Same thing with checking CL latencies. This isn't rocket science, really.

PS. My second HDD is a WD Green WD10EAVS which isn't mentioned on that site you linked, but does obviously work.
