Possible, yes. It may need a slight tweak to the vcore to make it stable, tho. Each CPU's silicone is different. Disable turbo mode in BIOS before you OC.

Should be able to get that w/o increasing the vcore. Turbo mode is 4.1 GHz, albeit not with all cores active.
Just start increasing the multi a click at a time in BIOS, save, and boot to Win. If good, run IBT for the default 10 pass run. If it's stable, repeat. http://www.majorgeeks.com/files/details/intelburntest.html

But what's the hesitation to increasing the vcore? M/B not up to it?

Not at all. IBT will simply report that the OC wasn't stable. That's when you quit and back off to the last stable result, or start tweaking (increasing) the vcore to bring it back to being stable. Unless you have a really poor board, you should be able to get several increases in the multi before that happens.

Should i go into CCC and overclock it 4.0 Ghz and run prime 95 for 15 min? But my motherboard is bad and i dont wanna touch the voltage.

Catalyst Control Center? No, I wouldn't use that to OC. Do it in BIOS. That's how you do serious OC'ing.
If entering BIOS scares you, maybe you should hold off on OC'ing.

But saving changes to make them permanent doesn't always work.

But let me ask you this... are you experiencing CPU bottleneck with the GTX 970? What is your CPU usage vs GPU usage?

while running valley benchmark my gpu is at 99% and my cpu is at 30% but on games like planetside 2 (cpu intensive) i reach sometimes 60fps. i just dont want to be bottlenecked.

Well then, check the CPU usage vs GPU usage with the game you worry is being bottlenecked. Valley is extremely GPU intensive. Obviously, that benchmark pgm. isn't being CPU bottlenecked if the GPU can reach near 100% usage. What was the CPU usage at that time?
